Ensuring compliance for USC websites, mobile apps, and digital platforms
The University of South Carolina is implementing a multi-phase plan to meet the ADA Title II Final Rule and ensure that all digital resources, including websites, course materials, mobile apps, and online tools, are accessible to everyone. This effort reflects USC’s ongoing commitment to inclusion, compliance, and continuous improvement across all campuses.
Digital accessibility is everyone’s responsibility. Faculty, staff, and students all contribute to ensuring that USC’s digital spaces are usable by everyone. By learning, assessing, and improving, we can build a digital environment that supports every learner and community member.

USC’s plan follows three phases designed for continuous progress:
Build awareness, expand training, and identify digital materials across all units.
Audit websites, courses, and media to identify needs and coordinate improvements.
Implement enhancements, track progress, and maintain accessibility through ongoing review.
Progress is reviewed by the Digital Accessibility ADA Working Group, with regular updates shared across the USC System.

Ensuring compliance for USC websites, mobile apps, and digital platforms
Improving accessibility in syllabi, assignments, videos, and Blackboard content
Addressing accessibility in documents, PDFs, and forms shared online
Promoting best practices for captions, alt text, and visual contrast
Faculty and staff who would like to contribute to one of the sub-groups can email DigitalAccessibility@sc.edu. Updates will also be shared through the Digital Accessibility Listserv.
Meeting ADA Title II standards is more than a compliance goal. It’s part of USC’s ongoing mission to create a digital environment that welcomes and supports everyone.
